Exporting video desyncs audio and introduces clipping sounds

These don’t occur when using the editor, but whenever I export the video, the audio gets desynced from the video and gets clipping noises every second or so. This happens whether I export to a file or to web. This happens regardless of what audio input device I use. Pretty certain it’s an underlying bug with exporting videos.
